How does New York City provide for its most vulnerable population: infants in public care? That is the question this report addresses. Increasingly, when appropriate family settings are not available, babies in need of immediate placement are boarded in congregate care settings-hospitals or emergency shelters. What is the impact of this arrangement on babies at this critical period in their lives? Are their medical, basic care and developmental needs being met?
